President Obama apparently has a new approach to foreign policy:

We will work with our friends and our allies to stand up to this behavior and we will redouble our efforts toward a more robust international nonproliferation regime that all countries have responsibilities to meet.
I have several questions.
Does the use of the term stand up imply that we have been lying down?
Does this mean that we are done talking to Kim?
What “action" does the President propose?
